Cassette tape that keeps stopping the deck

I have an old circa 1980s TDK SA-C90 tape that keeps stopping the deck. I can spin it reasonably well with my finger but it is definitely tight feeling.

Is there a way to fix this sort of thing? Thanks for the help.
