Not many cassette decks will get a response up to 15k or above. The figures quoted with good HF response are always with a recording level of around -20dB. At 0dB the response is much worse.

That rotating head system has TWO azimuth adjustments, one screw for forward, one for reverse. Probably best to mark the sscrews with enamel paint first, so you can get it back to how it was.
