I tore apart the capstan servo board and found evidence of some blown circuitry , must of been replaced 'cause I pulled them from the pcb and measured OK. the corosion does not look like it came from the caps
After putting the servo pcb back in I deoxed all the harnesses that connect to the servo pcb.
AND NOW IT WORKS, perhaps there was junk on one of the connectors.

Next is to calibrate the playback, record, bias and equalization. Anybody here, that lives on Long Island skilled at this and willing to work for beer?
I went to the local service tech but I think $250 is a bit steep
Have not tried to see if it records, but thats for another day.
