Its not the HI speed switch

I've been playing w/ the speed issue and figured out that at least its not the switch.

I took off the pinch roller and pushed play...

the transport moved in hi and lo positions
the capstan stopped moving in the hi position
so I guess it has to do w/ the capstan circuit

also while its idle (hi speed selected) you can hear relays clicking periodically

do C615 and C617 have anything to do w/ the capstan, there was corosion on the pcb traces at these caps I resoldered (looks like a drop of some type of fluid dripped on that spot thru the case vent)

things to check?
