does the hum go away at or near full voltage? if so the hum might be coming from the relay not being fully energized, and is translating hum on the 12V rail (which is probably more like 6 or 7 volts with a line voltage of 65V) into armature motion.
another thing to try is to wire a 100W light bulb (incandescent) in series with the amp. if something is drawing excessive current, the lamp will stay lit. if everything os ok, the lamp might come on while the power supply caps charge, then the lamp will go dim to dark. use the lamp only to check quiescent conditions in the amp, don't run any signal through the amp. this lamp test will "automatically" reduce the line voltage to the amp and prevent further damage.
