replace the regulators..... using a resistor to "regulate" your output voltage is asking for trouble...... the voltage "floats" with the load, and with any line voltage changes. a real regulator, on the other hand maintains a constant output voltage (within it's current limit, of course), as well as actively filtering out power supply ripple (another thing just a resistor cannot do)......
