thanks for the replies. "under load" the voltage is still around 15V. i'm not a tech, but i can solder. should i just blindly replace the regulators (and maybe the caps while i'm in there, considering it's age) and see what happens? i sure would like to not relegate this to the trash heap, but taking it to a tech would likely be several times more expensive than i paid for it.
