12V DC power supply voltage too high

hi, excuse my total ignorance, but i picked up an older radio shack regulated 12V (13.8V) DC power supply to use with my T-amp and (simple) projects. it's amazingly simple inside, with one board containing three caps, three resistors, two regulators, and one thing that might be a diode. upshot is that it measures around 15V at the output terminals. i don't want to fry my little T-amp (or anything else). is there any logical conclusions that can be made based on the information given? i'm just thinking a component or components have drifted out of spec over time, but which ones?
