It's possible these guys gave an award ... oops, "reward" ... to a business that did not pay for it in the usual sense.
Scammers use a wide variety of vectors to achieve their goals (of getting more money), and change tactics often.
One of those vectors is to establish "legitimacy" on the web.
If they can get a business to display the award logo, they've achieved some of that. They don't necessarily have to have been paid, as per usual, for the award; they could be moving to a "phase II" acceleration.
Get businesses unaware of the issues surrounding the award system to display the logo, for an award they did not pay for. Sooner or later, one or more actual respectable businesses might display the logo.
The scammers can then point to these better-known, good reputation businesses as proof of the legitimacy of the award. Then they can rake in more unsuspecting victims who will pay.
I'll even give the "heads up" for phase III (or IV, or V, whatever ...).
They will change their name to another non-similar name, and run the whole scheme again from Stage I.
... PROFIT!!!
