I'm not a lawyer, but it would seem to me that with the transaction crossing state lines here, that you could file a complaint in Federal Court in your home state. If you could get a judgement against him, his credit would be zilch for the rest of his life till it's paid off. Also I'd also think you may want to speak with the local Postal Inspector, as this is mail fraud. And I do know they will pay him a visit over this.
