The paint must be slightly conductive in order for it to work. The effect apparently is similar to using Bill Perkin's copper tube coolers. It forms a shield but also picks up a slight charge from the EMF field and thus creates a bit ( though small) capacitance with the plate structure. The result is a high frequency roll off. With the tube coolers I solder a small wire and ground it and the top end is significantly restored.
