Frankly, not worth the risk IMNHSO. These are fragile tube types to ship, every time they are shipped, the risk of damage increases (statistically).

There's many people who can test tubes like these (self included), and there are even a few commercial testers out there that can do it (though they are pretty rare, eg. weston 786 or 686). Most people who can test these use a combination of DIY test gear, e.g. fil and HV supply, bias supply optionally , gas tester, curve tracer, etc. it's complex to do, but nowhere near something like only one of two people in the world who can do it.
