in designing circuits with parallel tubes. It's not rocket science. Separate winding for each tube or individual cathode bias will eliminate current hogging. Your designer aparently had no idea of these simple solutions.
The real problem of parallel SE is increased Miller capacitance of output tubes, which would require 2 times more powerful driver than needed for a single tube.
