The ripple at the first capacitor may give it a false reading, depending on your particular meter's characteristics. While the Type 50 in the thread above has a spec of 1.2 amps +/- 0.5 amps, I think that's pretty excessive variation(!). Since you currently have too much voltage anyhow, it would be best to measure the actual filament current. Note the current will increase with increased voltage, though less than linearly.
