The zero step is necessary, look at it this way, every step use every step as reference ; this type of reflection phase grating diffuser work by the different of reflection arrived time (phase) from each step ,sound reflection from the zero cm is as important as 3.27cm , 10.63cm etc....

Just to share, base on personal experience, we do able to use a diffuser in a small room, the trick is..

1)Use diffuser that able to absorb sound , at side wall and listener back wall early reflection point ....products like RPG Abffusor and BAD is better than a "true" diffuser , as the diffused sound from wooden QRD or Prime root Diffuser is still too strong when seating too close to it.

2)Place broadband QRD,PR Or Poly diffuser at center of the wall behind the loudspeaker is good, it help to maintain the energy of late reflection, as now the diffuse sound have all 4 wall surface to "support" and diffuse the sound.....but do not place the diffuse too near to the 4 wall corner,for some reason vertical 1D diffuser to near to wall corner will make the sound become messy, bass trap with little mid high absorption is good at corner of small room.

3)Unless the ceiling is very high, personally prefer I to use very broadband absorption at almost the whole ceiling , my porous material absorption at ceiling is 18" thick and you can imaging how much sound energy it can absorb (when we are talking about "almost the whole ceiling surface"), mine T20 from 50Hz to 200Hz is lower than 150 msec with the help of that ...... and do'nt worry , with diffuser + "absorbing diffuser" at 4 wall to maintain the late reflection, the sound will never become too "dead".....

4)Carpet at floor early reflection point is good enough...My experience is full carpet flooring do not work well with diffusion panel.

Side note..

Strong absorbing panel at Early reflection point work well for engineer in studio..... but from personal experience, audiophile who want to enjoy musical atmosphere, (rather than analysis sound for mixing/mastering like the sound engineer), do not like the wield feeling when sit too close to Absorb material in small room

~~~try this, put a Owen 703 behind your ear and turn your head when listen music, ear that facing the loudspeaker is noise and the ear that facing the fiberglass panel is very quiet, this totally different ambiance at the same environment is very unnatural, at least to audiophile ear....

And heavy mid-high absorption at ERP in small room , IMHO will also the make the room lack spaciousness cue , the music sound like playing at outdoor, while it might be good for Mastering , the "surrounded by music" and "room enforcement" feeling is lacking, many audiophile tell me this is important to "get involve by the music".....LOL!
