Paper backing on the back side (toward the wall) will have no effect. Paper "facing" on the front side will have an effect above a few hundred Hertz, reducing the absorption at frequencies above that. Without paper facing, you'll have a broadband absorber; with it, you'll have more of a low frequency absorber.

Edit: That last phrase wasn't worded quite right. I didn't mean to imply that it would be akin to a bass trap. I probably should have said "low-mid" frequency absorber, as its absorption would be greatest in the range of *about* a few hundred Hertz, e.g., 200 - 600 Hz. But even that is an approximation for the sake of illustration.
