There can be differences. Panels can be made to be reflective at some frequencies and absorptive at others, or to act as diffusors at some frequencies while absorbing at others.
If we're taking a fairly standard panel with fibreglass material inside and nothing special about the construction it's basically absorptive and it should be both a more effective absorber and effective over a wider bandwidth than a panel.
How effective the pillow is will, of course, depend on what is inside the pillow. Don't use an air pillow—there's nothing but air inside it and air is a narrow band absorber, it only really absorbs at high frequencies. A foam or dacron fibre pillow or something similar would work better, or a cotton or woollen blanket folded several times to around pillow size.
