Your understanding is correct. Acoustically transparent fabric is not needed for acoustic panels, versus speaker grill cloth fabric used in front of a tweeter. If the absorber itself is highly effective, using felt or some other similar fabric won't increase the absorption by much. But it won't harm the absorption either.
