For bass frequencies it probably doesn't matter what fabric you use. But when the goal is to absorb mid and high frequencies, for example at first reflection points, you don't want fabric that's reflective. However, this does not mean you need "acoustically transparent" fabric either. It's not like cloth in front of a tweeter! If a fabric over 703 absorbs a little more on its own no harm is done.
