You could use mineral wool boards for insulation. But insulation is way down on the list of things that make a difference. Try to mechanically decouple one side of the wall from the other. For starters, use staggerred studs on each side, with a gap in the middle. Use sound isolation clips made of neoprene to attach drywall for even more decoupling. Also have a layer of dense vinyl in the wall, such as auralex sheetblok or audioseal sound barrier. Any gaps or holes should be properly filled and sealed ... not stuffed with insulation. Use something like Green Glue or comparable acoustical sealant. Even the smallest of gaps can compromise soundproofing.
