Room soundproofing

What is a minimal cost means of providing some degree of soundproofing for a basement entertainment (not really a "home theater") room?

Is the Owens Corning QuietZone fiberglass batting at all effective? It looks to be intended for only interior walls, so differs somehow from their standard thermal insulation. The only thing I can imagine that really differs would be the fiberglass density, with the acoustic batting probably more dense.

The room is a 1/2 story basement affair - above its ceiling are bedrooms. The upper half of one interior wall is adjacent to the living room. Another interior wall is shared with a laundry room and the remaining walls are outside walls. The floor is concrete slab. The framing is already in and is pretty standard construction - no isolated walls or room-within-room stuff.
