Excellent questions, and this comes up often. It basically comes down to doing the legwork yourself or paying a pro.
When someone has a limited budget, like your $500 example, the most practical solution is DIY. This means researching materials and methods, learning as much as possible by asking in forums, and so forth. All of the stuff you asked about is in my FAQ. You'll find even more info, in more digestible chunks, in the Placing RealTraps page of my company's site:
The alternative to reading and learning and asking in forums is to hire a pro like Rives or RealTraps. In our case it will cost you more to buy treatment from us than to build it, but you get my expertise and personal guidance, and the bass traps will be better than what you'd likely make yourself. Likewise for hiring Rives. Richard and Chris may have you buy or build treatment, but either way you'll know that you're getting good advice, and there's no question that the end result will be excellent.
