You've got 2 separate questions here....
First, I'm not sure what you mean by safe. The power cord isn't supposed to act as a fuse, so if it passes the appropriate amount of current for the circuit, how can it not be safe? It's the job of the breaker to limit current, not the power cord. So if the cable is valid before the outlet, why would it be less valid after the outlet?
Very few (none off the top of my head)aftermarket cables are UL approved. The cost for testing is prohibitive given the number of units sold (Hamilton Beach sells a hell of a lot more toasters than PS Audio sells power cables...) So in reality, any aftermarket power cable can wreak havock with your insurance coverage if there is ever a fire.
