How can a 10, 8, or 6 gauge power cord be safe?

I'd think not, but based only because of my little experience with rewiring up a house that was subject to inspection.

My reasoning is that if I wired a 20 amp duplex outlet to the breaker with a 6 (or 8, or 10)gauge breaker, the inspector would have have allowed it since the 6 gauge wire can carry quite a bit more than 20 amps. Since the power cord is merely an extension the circuit, how can it possibly be safe to use? Are most, if any, hi-end power cords even UL approved?
