It's just as effective below 10kHz or so as any PP but above that it is less effective. The reason has to do with the technology as you've guessed. To keep the PPP efficient, the entire AC regenerator and its DC power supply are "riding" on the incoming AC sine wave (to some extent) so that there is less of a voltage difference between the input and output - thus lowering the heat and raising the efficiency. At frequencies below 10kHz the incoming AC doesn't have any affect on the PPP's output, but above it we can't swamp out all the small amplitude changes and the PPP's output will reflect some of these.
