How can frequencies "get through" something that works by creating DC and then generating fresh AC from that?

The P300 and PPP are both regenerating new voltage from DC, but I thought they did it differently, which is why the PPP is so much more efficient, about 85% versus 50% for the P300. Could it be that the PPP approach isn't as effective in all cases?
