Power Conditioner in before or after PPP? or none

I currently own an Isotek Mini-sub GII power conditioner, which has proven probably the best investment I have made in my system. However, I moved to an apartment building with 150+ apartments, plus shops, restaurants and offices, and adding to this there is an enormous sub-station 400 meters close. Since, I have had issues with my equipment, some noise here, some hum there, and certainly very varied audible conditions. So I want to go ahead and give the PS Audio's Power Plant Premier a try.

Since I am a bit paranoid with this at the moment, I am planning to keep the isotek and use it in conjunction with the PPP, and here comes the questions: is it a good idea to keep both? if it is which one would you put in front? Minisub -> PPP or PPP -> Minisub? and why?
