This doesn't sound like a systemic problem affecting your entire power system. If the problems you're experiencing are coming "from the grid" then plugging into another outlet shouldn't have any effect.

No power conditioning product is going take you off the grid, but a PPP should give you clean power. Personally I'd tried something other than what you have. Why did you get a voltage regulator? It's not my area of expertise, but something about regulating voltage without regeneration seems like it could result in lower quality power.
