The voltage at which your equipment is designed to operate.

Better in what way? ("Better" is pretty vague.) Whatever that means, it doesn't make much sense to me. An AC regenerator works by using the power from the wall to create a DC power supply that supplies the power to generate AC power from scratch, in much the same way an inverter generates AC power when plugged into your car. A regenerator does not clean up or modify the incoming power in way conditioners do. The DC stage in the middle insulates the incoming and outgoing frequencies, so I don't see why it would make much difference in that regard what your output voltage is.

Of course it's safe. If it weren't safe you couldn't plug it into the wall. Voltage can vary quite a bit in the home environment, and all manufacturers of electronic devices know this. If they didn't design the ability to handle slightly higher voltages into their products they'd get an awful lot of them returned as defective and, even if it was the power company's fault, they'd look like they were making a shabby product. Our standard voltage is 120V, but the Quintet doesn't kick in protection mode until something like 135V. Panamax implements overvoltage shutoff at 142V. That should tell you something.

I wouldn't think of it. I think 235V sounds like a great place to leave it. I certainly wouldn't set it to 250V. That's not why you bought the thing, and you think it sounds great the way it is.
