Transformer secondary measurement

I have a 120v : 25v toroid, single primary and single secondary.

I'm trying to figure out if the secondary winding would be single ended or balanced - I'm assuming the latter. There is no center tap on the secondary, so I'm wonder how to measure voltage.

Plugged in, I can measure the 25VAC across the two outputs no problem. I was however expecting to get a 12.5 voltage from each of the two outputs to ground, but I don't get any measurement.

Should I be measuring the outputs from the secondary against the neutral wire going into the primary?

Apologies for what must be a silly question but I have a natural aversion to electric shocks and fire and the better half would not be amused by either.
