The topic was building on land fill areas. I kept thinking "let's hope there is a big safety factor." It turned out that it was best to really consider that you were building on pilings above the landfill.
The best example of entirely empirically derived formulas are dive tables. The Navy sent divers down to various depths for various time and brought them back to the surface at various rates of assent. If they got the bends, it was too fast. We now have wrist computers that use these tables to tell you what you need to do. I sure is easier now than when I first started diving.
