The advert for the device you linked to tells us that is it a low-impedance parallel (shunt) AC line filter, with a bandwidth of 1 Ghz. That's a pretty impressive engineering feat and though it's not cheap, seems reasonable for the technology that's presumably involved. And of course if it has very low impedance at RFI frequencies as compared to, say, a typical transformer-based preamp power supply, there's no reason why it wouldn't have a significant positive system effect. Maybe one of the engineering types here can suggest how it's done.
Have you heard anything about the effectiveness of the PS Audio device? My take on that is that the company has a solid reputation of value for the money that it's built up over many years, so I'm assuming they wouldn't market something that didn't do good things. As we become more aware of how much noise we inject to our own power circuits through computer SMPSs, compact fluorescent lights, dimmers, triac controllers on newer, more efficient appliances, and so forth, I think devices like this are going to become increasingly important to avoid the "garbage in, garbage out" effect with our sound systems. Battery power isn't practical for amplifiers, and batteries in general present their own environmental issues w/r/t disposal of the toxic metals like lead, cadmium, lithium, etc.
