After ~5 minutes, the tubes are certainly conducting and the voltages stabilized. But after the unit reaches thermal equilibrium, say, 3 hours, the transformers are all warmer and lossier, some resistors may have drifted, and thermal noise will be maximized. So, I'd argue that an amp will sound better before it has fully warmed up, but after voltages and cathode temperatures have stabilized.
