Major simulation software would be needed as the analytical equations would be rather shall we say "daunting". And that is if we know where the wire is inside..reality is much different from that.
The tubes themselves tend to pull the field lines, and that tends to make the tube surfaces constant voltage potential..so to some degree, all the design is doing is heading towards a two tube capacitance.
The best one could do is just measure the darn things..or....heaven forbid, just use them.
