-Have an adequate profit margin.
-Hit it's market window.I think the question that you are bringing to the fore is what specification would be adequate to insure that any equipment that meets it would sound the same to everyone. Clearly, not the ones currently in use which are likely necessary, but not sufficient.
In general all five items on your list are already well controlled in the gross sense and their exact value is moot because they are under the threshold where they correlate with performance. Nowadays folks are working on the precise nature of the distortion components and making sound progress, pardon the pun.
As far as who gets to decide, lacking government regulations or a strong push-back from customers, it's the marketing department who's looking for impressive numbers for their advertising. That's why audiophiles are so important, we provide more push-back than you might think by being fickle buyers and often are moles in engineering groups.
