At very low levels maybe, but that's not how church sound is anymore. They don't go to full bore 115dB rock concert levels, but with the popularity of Christian Rock they can get close. Church sound is no longer one mic at the Pulpit.
BTW, in a typical 5,000 seat arena that does full on rock concerts the typical power requirement is at least 18 kilowatts, not 18 watts. A pair of 604s wouldn't even be enough for the side-fill monitors.
