The tapes that sound fast are probably recorded at 3.75 IPS and you are playing them back at 7.5 IPS (inches per second). The tape deck has a capstan (the shaft that the rubber "pinch" roller presses against when the tape is playing). Speed is changed by removing or adding a sleeve to the capstan shaft. When the sleeve is not on the shaft, you get the 3.75 speed. Sleeve on = 7.5. The sleeve just screws on and off of the capstan and stores on a dummy shaft.

There should also be a speed switch or knob that needs to be turned to the correct setting. This actually just changes the equalization but is a necessary step.

This is all from memory since I haven't even seen a 4000D in 20 plus years. I never owned one but several of my friends did.
