AFAIK White eq are of the graphic (fixed freq.) type and their passives only allow for cut, not boost.
Don't know if these are worth looking into, you asked for parametrics.
Also you said you need it for experiments with horn speakers IMO you'd be better off with a good, clean parametric. And when it comes to 'clean' two makers come to my mind immediately: Klark Teknik and GMLabs. And while a s/h KT might be within reach of your budget GMLabs ones are most certainly not, they are very expensive indeed!
BTW GMLabs is owned by George Massenburg, the guy who 'invented' the parametric eq!
George himself is also an excellent recording engineer, producer, lecturer, designer and manufacturer of some of the best analog and digital signal processors and activist when it comes to sound quality. One of the all-time greats when it comes to all things audio related!
GMLabs share a production facility with ManleyLabs, no tubes in GM gear though.
