Yes, there would be a delay. But, given that the amount of timing error generated by USB jitter is probably extremely small, wouldn't something like a half-second or so pretty much cover it? The buffering that is happening on the software/driver side is at least that long, in my experience.

Again, I'm not an expert on this type of thing (I'm a software engineer), but it certainly seems like there is a workaround for jitter in a USB connection that will allow an external device to completely re-clock the received data.
