Noob question: E-Mu 0404 USB analog output level is low

Hi,

I'm a noob when it comes to quality sound. I am probably ignorant of a ton of fundamental stuff so set me straight if you don't mind.

I'm recently experimenting with outboard DACs. I just got my first two, a Zhaolu 2.5C and the e-mu 0404 USB. The output from the 0404 is much lower than that from the Zhaolu. I am using ASIO in Foobar2000 (most recent version) and have my laptop volume, Foobar volume, and 0404 output level all maxed out. Is there any way to up the output from the 0404 USB? Can I do that with patchmix or something or is it already as loud as I'm going to get it?

Beyond that, is there anything fundamentally better or worse about sending a weaker or stronger signal from your source to your pre?

edit: you can count the DAC on my CD player as a third. It is slightly lower in output than the Zhaolu but still quite noticeably more than that from the 0404.
