I have mastered a number of CDs from analog recordings and the TV breakthrough at 15.7 kHz was definitely present coming out of my tape recorder on several of them. In some cases, it was more than 20 db louder than the musical overtones in this region. When I took it out the results were definitely cleaner, even if the whistle was never clearly audible (to my aged ears). I had heard the hash on listening and looked at the spectrum to see what was going on. Since the first time that I encountered this problem, I always look at the spectrum, even if the sound is excellent.
PC audio is just computer audio, and for that matter so is any CD player. The difference is that with PC audio the user gets to do the system integration, for better or for worse. With a CD player, be it high end or not, this has been done by the manufacturer, also for better or for worse. Many people without patience and expertise will be better off purchasing the system engineering, whether embodied in a product or not. Others with lots of patience may enjoy the learning process.
