You should not need to install manually specifying a location.After plugging in the device, you should be able to allow Windows to search for a driver, and if it is compatible with the std usb driver, Windows will find it on its own.
First copy the file to that directory manually. Then re-boot. Then try plugging the device into a different USB port after a re-boot. Windows may then prompt for a driver (it may not), but if it does allow Windows to search for the driver using default options (do not specify location) and it should find it in the drivers directory.
