Yes, all ATV WiFi streams are 16/44.1.

If you sync the data, then it should reside on the hard-disk. I theory it should support 24/96 if you play from there, but there may be an internal chip or clock limitation. May be something that could be modded if it's not supported. I only have feedback from customers on this, and it's sketchy.
