YES. You definitely want 24 bits. This will allow you to play hi-res recordings and/or use a digital volume control while retaining good sound.
A higher sampling rate is less important, coming into play with higher sampling rate recordings which you may not have. However, a higher sampling rate allows experimenting with computer based upsampling. While there is no theoretical reason why computer based upsampling will produce better sound, there is a lot of horsepower in most PCs and this may allow for better sound than relying on the limited DSP in an inexpensive DAC. (If your high frequency hearing suffers from the effects of age, higher sample rates may be of little use.)
