Did you open the computer case and take a look at the respective internal USB connections? Did you check the USB jacks themselves to make sure they are undamaged and free of dust. (It is amazing how much dirt a PC fan can deposit in odd spots around a PC, especially something like a jack that may have gone unused for a while.) Did you look at the configuration in the BIOS setup?

Before blaming things on cables, whether internal or external, there are a lot of other things to check.
