Hi Presto, thanks for the reply.
A man has to set his limits, and 100$ is currently mine. Since I'm importing from the U.S., by the time the item gets here it'll be about 30%-40% pricier, and even that's cheaper than buying locally.
By looking for good quality, I do mean in the expense limit. I prefer better quality, than, for example, digital output or 7.1 surround support.

I've read that the HD280 Pro are quite easy to drive, even directly from a laptop output. I'm not sure I will be requiring an amp in addition. Obviously, if I will than perhaps it is a good idea to invest in a more expensive interface which includes one (and I still don't mean a 200$+ one :-P . Rather, the Maya or something of the like - Bithead, etc). Also, read nice things about a certain version of the CMoy, but not sure.

After comparing between the HD280 Pro and the Grado SR60 I've decided I'm better off with a closed headphones. Am quite sensitive to environmental noise, and it seems like a good solution. Of these the HD280 Pro got extremely positive reviews. Thanks again for your reply.
