I tried this out using wavelab and soundforge to convert a 16 bit file to 24 bits. I used an offramp turbo 2 for playback (this outputs everything as 24 bit files). I then analysed the played files with a dCS 974 unit This confirms 24 bit file playback with both 16 bit and 24 bit content and that the bottom 8 bits are inactive with both. So basically whether a 16 bit file is played straight or converted to 24 bit first the same top 16 bits are active and the bottom 8 bits are inactive.

I do actually think that the pro audio editors have real advantages over foobar etc in sound quality but i don't think this argument about shifting information up to the higher bits holds water. Also upsampling is another process entirely, you need to establish whether these processes separately influence sound quality.
