Correct assesment. However the Loudness issue is fron the record companies comperessing the hell out of music. The thing to remember is that with 16 bit recordings the lowest level detail (1st bit) has the least bit info @ 256 levels. 24th bit has 16 million +. You can easily see why moving the data up in bit depth increases the performance envelope.
The lowest data that previously had 256 levels now has thousands. In essence it is the complete opposite of MP3 encoding which strips the low bit data and remaps into a lower bit space (usually 9bits).
