Is there a concensus on what is better for pc audio playback? If one is better than the other, why is it better?

On another note, a Lynx sound card was recommended as that does not resample to 48 khz so it is suppose to sound good. This card is 600-700 dollars CDN. Would getting this card equal usb dacs in sound quality?
