Web broadcasts are typically highly compressed so they can stream easily. So, the audio quality is typically not so good. Maybe you need to look into a digital radio subscription? Good content, better sound. I do agree that bypassing your notebook's headphone out may help somewhat. I don't think your outboard DAC will help at all, since it won't be able to decode compressed audio. Good luck.
